中国刺激经济计划路线图 [通俗易懂]
政府经济振兴行动能否奏效？昨晚到附近的超市购物，特意看了看猪肉柜台和奶制品柜台。猪肉的价格相比几个月前看起来着实令人垂涎欲滴，要不是最近坚持准素食主义，一定要多买些。几个月前因为高昂价格树立起来的猪肉的尊严轰然倒塌，在我停留的几分钟里，很少见到买猪肉的，原因不详，难道猪肉也会遵循买涨不买跌？奶制品两排展示冷柜热闹非凡，光明多款送礼，蒙牛一款酸奶大降价，三元依然故我。犹豫再三，我买了三元的大桶酸奶，这次事件，学会了买奶，原味酸牛奶和巴氏消毒奶首选。我相信这里所有的牛奶都没有问题，可是，消费者的信心出了问题。估计短期内奶业颓势还将继续，牛根生着急不是没有道理。
从去年股市房市的不景气到今年美国金融危机，所有人都开始关注中国的经济前景，主流媒体一直信心满满，街谈巷议则众说纷纭，所谓好事不出门，坏事传千里，汇聚到我耳根的太多的是听起来紧张兮兮的消息，裁员了、倒闭了、降薪了、停产了、减产了，还有出租车罢开了。
本来就对市场的自我恢复调节能力报有疑虑的国人，都在看政府。政府除了表明态度天下安民之外，也相继拿出了多种对策，这些对策就像组合拳，出拳的力度之大，就其金额尺度来衡量，应该是中国历史上的第一次了。我们来看看中国历史上最大的经济振兴行动。（具体内容参看由星岛环球网整理的表格，见附表）
经济从去年的“过热”到今年的“过冷”，给人感觉就像哈尔滨人冬天去新马泰旅游。下了飞机总要不适应的，不适应的理由是显而易见的，因为地球围着太阳转，因为地球的纬度差。可是经济的过热过冷却不那么简单。人类社会比大自然复杂的多。所以最近两三年，听各种各样睿智头脑的话，针尖对麦芒，也不知道谁对。郎咸平虽然语多偏激，但是主要观点的深刻和隽永还是值得尊敬的。他把经济的冷热看得比较透，他认为大规模建设投入很热，制造企业较冷，国内消费冷。综合其比重，是热。为了降温，政府制定了很多政策，但是给不该降温的部分降了温，按他的话说就是没找到病因。
按理说，治病首先要对症下药。我不知道目前这些针对过冷的经济形势的举措是不是对症，当然，巨大国家的经济困难，正如人体的问题一样，太复杂。目前治病，先不用检讨病症因何而犯，还是针对主要的征候。
中国最大问题应该是消费问题。换句话说，是国内企业和消费者之间交易合同量值要和大国相称，老百姓要有足够的钱去消费（有句话说得好，钱花了才是自己的，花钱才有幸福感），同时企业要满足这些消费，这是一个良性的循环。一个十多亿人口的发展中大国，这是多么庞大的市场啊！（让我们看看国外企业历史上的点滴，欧洲的企业比美国的企业较早地走上了国际化之路，这是事实，原因是美国的消费市场很大，很多如今看来都是跨国公司的美国企业在二战后的20年间都还只是美国市场为主的企业。）而目前中国的消费市场和他的人口是不相称的，消费者不敢消费，除了素爱积累的国民特点，更因为对子女教育、医疗、养老保障等“大头”开销缺乏必要的信心，这不是光通过改变国民习惯就可以改变的现状。于是，企业只好把产品卖给外国人，税负重，汇率受制于人，又赶上全球萧条消费被抑制，生存堪忧，遑论发展？！所以，中国的中小企业特别是劳动密集型的企业应该得到很好的政策支持，同时，最重要的是国家通过强有力的社会保障支持释放出巨大的消费能力。
说到劳动密集型企业，最近些年对此有不同的声音，后来产业转型说占了上风。以至于各地政府都纷纷写入纲领，对此有很多策略，夹杂着对环保的诉求，一时间，这些劳动密集型企业成了不光彩的角色，落后的代表。新劳动法这一缺乏社会保障现实支持的理想法律又给这些企业带来严重的困扰。我想起林毅夫的一个观点，他说中国改革开放的成功原因之一就是摸着石头过河，大力发展劳动密集型企业。一方面解决就业，一方面想做企业的人可以比较容易进入现代市场经济的潮流里。现在经济发展的阶段是不是到了要主动干预劳动密集型企业？难说。我还是相信哈耶克等人的自发秩序的理念，以及弗里德曼等人对干预的解读。
面对诸多困境，特别是消费品和生产资料价格指数的持续降低，国家推出了一系列的财政税收、货币政策。特别是还有大笔的政府投资。这些举措有相当一部分是对过去习惯做法的强化，尤其是大规模基础建设的投资，看来这一招还是有效，尽管并没有改善普通消费者的消费环境。值得注意的是，各地方的经济振兴计划都特别提到对劳动密集型企业的扶持，这和以前有很大不同，我认为这是务实和正确的举措。
特别值得注意的是，现在各方提出的数字大得很吓人，仔细看看，其实也是把各种排队待批项目放行后加在一起给大家一个数字上的信心。否则的话，新上那么多项目，会不会仓促？会不会重复？公平和效率呢？这有点像以前每年初看到的地方政府发愿为群众办的20件或者100件实事。仔细看看清单，如果不办这些事中的某些事，政府干什么呢？各地政府如今拯救经济的举措大，涉及的金额庞大，加强管理和项目论证仍然是不能缺少的。
总之，还是期待政府在社会保障上多做快做文章，这其实是政府最大的责任。这个问题解决了，加上合理的财税和货币政策，一切问题都会慢慢好起来。当然，信心无比重要！
